given the prevalence of gangs in the military i wouldn't be surprised if most or all of them were skinheads and/or white supremacists that wound up getting put in the same unit

It wouldn't be that difficult. You have to realize the guys they have infiltrating are the quintessential True Believers™. White Nationalists believe that there is a 'Racial Holy War' to destroy the 'white race' going on right this instance, a concerted conspiracy by every other minority to wipe out the 'white race'. They've also had a long time to do this, all it would take is for a select cadre of existing veterans to come in run the prospective infiltrators through a basic course to find out who they thought was most fit to make the cut and not give himself away. If you've got veterans training your guys how to do this stuff proficiently before they even enter and add in sufficient motivation to perform (no matter how wrong their reasoning may be), you've got a pretty good chance of getting your guys in. Add in that they've been at this for a couple decades they may have people working in the DoD, though that's venturing off into conspiracy theory area (which isn't wrong since technically the plan is a conspiracy in the first place )
