the sanctions against iran have increased the prices of basic goods, dangerously affected its civilian airfleet, restrict the ability of iranian banks to do business

Worst case scenario, even if you were right sanctions still are the wrong way to go about doing dissuading Iran from building nukes. (Which, they're not.)

B. No reason to develop them. They get nothing but a fiscal headache from trying to build them, especially in a world where they can't deploy any weapons in any sort of reasonable way.
C. Regional stability depends on them not having them. What they want is the surge capacity to be able to build them should shit dramatically alter the region, but if they were to build weapons in the status quo it is the sure fire way to get everyone in the area united against Iran and Iranian interests.
D. They're more of a bargaining chip undeveloped then they are developed. Nuclear Weapons are, to quote a man who I feel disturbed for liking, a paper tiger but the threat of getting them carries a ton of pressure. As long as that threat exists they can get significant leeway with regards to a whole slew of issues, and they have the ability to punch way above their weigh on a geopolitical scale.
Just to clarify some points here, Iran has a GDP roughly equivalent to that of Massachusetts. The total Iranian military budget is, give-or-take, $10 Billion, which is not much more than what is spent on police and anti-terrorism efforts for New York City. There is no reason Iran should be the focus of international attention that it is, but the attention it gets in large part from its nuclear program is what lets it leverage itself as it has over the past decade.

I was wrong. With a NYPD budget of $5 Billion, and a Port Authority of New York/New Jersey budget of $7 Billion the local police departments in New York spend more than the entire Iranian military budget. If you include Federal and State Spending I bet you it's roughly double what the Iranians spend on their military.
