Legalizing the johns does not help the prostitutes, it helps only the johns and the pimps. It'll also expand the market, in turn making more people turn to prostitution, but obviously pretty much only poor or broken people. The stigma of being a "whore" would remain, or even be increased as destitute foreigners flock to take part in your new haven of sexual freedom and outsell the locals, while the word "whoremonger" silently disappears from popular spell checkers and its modern replacements carry little negative connotations and sometimes even positives ones with rides a-pimpin' etc.

As for more dangerous situations, this is not the actual experience of countries like Sweden where the act of selling sex is not illegal, but buying is. You wouldn't expected it to happen anyway, as it's not the secrecy that creates the danger, it's the situation where you let unstable people have power over you.
We also have the added bonus of scores of internet shitheads complaining in every comment section about how totally unfair it is that "we aren't allowed to buy it but the whores are allowed to sell and advertise it and they know we men cannot resist the pull of our penises to have sex in exchange of money"

how about actual economic pressure to make 11-year-olds legal

It wasn't racism against all Japanese, it was a joke about the otakus in particular who seem to have a fascination with lolicon, seeing how deeply ingrained it seems to be in manga / anime culture.
