he's basically admitted int he past that he doesn't think comunity policing works and that he's basically at war with the rest of society

the thing is is that community policing only does work if the relationship between the citizenry and the police is still good

if it degenerates then its really hard to repair it, and often requires work from both sides

civil-police relations are a self-reinforcing thing, if the relationship is good, it helps strengthen the relationship, if its poor, it just degenerates further

When the cops are unapologetic about brutality, quotas, profiling and corruption, no shit community policing doesn't work

no, that part isnt, but it engenders distrust in the people, who then avoid, hinder, flee, or don't inform, the police. which in turn reinforces the polices' viewpoint that the people are the enemy

I gotta say I'm finding it really hard to have sympathy for the corrupt violent and legally immune side here

If they choose a culture of adversarial confrontation for everything, they might as well just rename themselves peace soldiers and be done

yeah, the other problem is that for community policing to work, you generally need people from that community

poor relations make it difficult not only to get police to drive for mor recruits from those areas, but also for members of the community to want to join

if the people of a neighbourhood hate the cops, they're not going to fucking join up, are they?

and so police will be doubly disadvantaged if/when they do try community policing, as they are distrusted for not only being a cop, but also being an outsider

edit: but yeah, i agree that the onus rests on the police, and they need to come the farthest in reaching out. my point was just that it cuts both ways

KS is just a standard pig. Working security I knew enough cops and wannabe cops to figure out that 80% are just honest guys who will blindly follow orders, 10% are tiny dicked fuckwits and 10% are sociopaths who enjoy the power being a cop gives them over others.

otherwise it would be pretty trivial for a cop to claim that someone was obstructing traffic and the protestor wouldn't be able to contest them

Depends on the jurisdiction but here you don't need a permit to protest as long as walkways are clear. The permit is basically telling the city saying "this is where our march plans to go and a rough timetable." It also lets us use amplification which would prohibited. Instances where you can't get that permission like New York are where you see human megaphones come into play.
