You could always try to register a domain that resembles what could be somebody's name, and then squat on it and hope that someone with that name suddenly becomes famous and wants to register www.[suddenlyfamousname].com or whatever.

Assuming they don't sue you for it. Which sometimes they win but not always so you may luck out. Plus if the person wasn't really considered notable until after you registered the domain name you're probably in a decent position legally. But then IANAL.
