What I remember from the movie is that the blockade was treading a very fine line, and that Palpatine's backroom dealings were the only things keeping it legal.

Of course, the blockade is such a minor part of the movie that they don't even bother with it later, because it would be a tad difficult for kid Anakin to accidentally destroy 50 warships by himself.
