You did read that wrong because the argument Terra's trying to make is "a lot of people fantasise about terrible things (like sexually assaulting adults or kids or elephants), so cut fantasy some slack if no one actually goes through with anything" which I think is fairly reasonable? I mean he's not saying that having those inclinations is a good thing.
