What I can tell you is that what's actually in place has been severely nerfed compared to the original law proposition, which would have given power to HADOPI, an administrative body, the power to cut someone's internet connection as the Third Strike, without any judiciary control.
You can easily understand it's been controversial from its inception.

i just read a thing about hubble tracking an object on earth and it occurred to me that orbital laser bombardment would face some of the same difficulties. now of course spy satellites take pictures of the ground so It can be done, and they allegedly use similar tech to the space telescopes.
the space to ground lasers and the space to space lasers prolly vary not only in wavelength (to better get through the atmosphere) but also in their tracking equipment - the space to ground ones being made to rotate relatively fast like spy satellites while the space to space ones going for extreme precision instead like space telescopes
hell perhaps a hybrid ship could even be the same apparatus operating in a different gear. edit: actually you'd want a coarse gear anyway in the sts weapon perhaps to get to the initial area so cool.
vibrations might not be a big deal in the orbital bombardment. smaller distance (hundreds of kilometers prolly for this) means you can be off a fraction of a degree but still be on target, unlike the thousands or more km of the space to space engagement
though i'd still want to minimize it of course for the surgical precision of my beloved space medical strikes

He doesn't have a meth problem; a few years back he was on medication for a workplace injury that kickstarted his online persona.
