It's a Platinum game. When in doubt: it's the latter.
FWIW, I'm pretty sure you can. But you can also get through the entire game without ever learning to parry, especially if you get the dodge-cut move.

I just got okay at fighting normal dudes/gekkos went I hit a new level and all the new raptor/evil michelin man baddies started kicking my arse again.

mgrr really can just go straight to hell again. Fucking monsoon. The a stupid fight in an elevator. then two bosses back to back that use up all my health items. then fucking sundowner that i can't fucking get the hang of at all. i swear i've done the correct blade mode on his shield/ (explosive armour does not work this way) only to be knocked back anyway. likewise blade mode when it looks like you're supposed to cut the shield arms? Just explodes.
I guess i'll read guides again. that helped with monsoon plus upgrades and health items but i'm all out of that for sundowner

If it makes you feel better, I've literally never been able to do Sundowner "Correctly," instead using janky shenanigans involving the dodge-slash and parries to get behind him and get my ginsu on.

Goddamn. There are literally no 3DSes to buy this holiday season. I missed the Black Friday special because supply was limited and scalpers grabbed them all, so I'm stuck getting the New Nintendo 3DS XL. None can be found for reasonable or original price. Bah!
