You know, I was watching an episode of Hawaii 5-0 from the 70s and they had airport security people who were checking bags (as in, opening them up and ruffling inside) and nobody seemed to treat that as anything special.

Didn't read it, but I was positively surprised to see that they were doing at least some research on the subject with their limited resources - tell something about them, when you know the state of their economy.
