For information, she's the one who gave the order to launch a genocidal war against Mankind when her mentor got killed in a first contact that went horribly wrong. And even if she sometimes feel regret for that, IIRC noone ever overtly held her responsible for the billions (I think that's the scale we're talking about ?) of humans who died in that war.
To be fair, it was the Grey Council as a whole who decided it. During a vote she was just the voice who tipped the balance on one side.
