As I said on TEO, it's due to who it harms. Getting drunk and having someone ask you for sex you otherwise wouldn't consent to? If you're drunk and trying to give a police statement, well, it's already well known that your statement is not likely to be very accurate and can thus harm innocent people. Drinking and driving? Well, you're a lot more likely going to kill someone. And being drunk and belligerent means one is a lot more likely to do something that is going to harm someone else. I don't think it's so much that we fear Iran might someday have power so much as it is them gathering power/powerful allies and having an entirely justifiable set of reasons to hold a grudge against us.
